Not only is he inept at leading animals, but he also is incompetent when leading people. Rather than being a godly ruler, Saul reflects the leaders of other nations and does not follow God’s law. In contrast, the narrative upholds David as the ultimate shepherd.
The leader The Hebrew word used here is nagid, which can also be translated “ruler.”
